Southwest Legacy High School Additions & Renovations
Construction at Southwest Legacy High School continued to advance steadily in May, reaching approximately 80% completion as crews shifted focus from major structural work to interior finishes, building systems, and site improvements. The project remains on schedule for a June 30, 2026 substantial completion date.
Key milestones and ongoing work include:
- Completion of the final roof coating, with gutters, downspouts, and perimeter coping trim installation continuing.
- Mechanical units have been activated, and building commissioning is underway.
- Completion of window sill installation, with window shades and blinds scheduled next.
- Completion of ceiling cloud features in entry corridors and ceiling grid installation in all classrooms.
- Continued progress on painting, electrical and mechanical systems, millwork installation, choir suite sound-conditioning rooms, and upcoming plumbing fixture installation.
- Exterior site work is underway, including grading and sidewalk construction as crews prepare the surrounding campus areas.
Juan M. Alvarado Elementary School
Construction at Juan M. Alvarado Elementary School reached approximately 93% completion in May, placing the project in its final construction phase as crews focused on finish work, site improvements, and system commissioning ahead of the start of the 2026-2027 school year.
Current work is concentrated on:
- Exterior metal wall panels, soffits, parapet coping, window flashing, fencing, gates, landscaping, and irrigation.
- Interior completion activities including casework, painting, ceiling tile installation, flooring, doors and hardware, specialty fixtures, elevator work, fire alarm systems, data cabling, and final mechanical, electrical, and plumbing finishes.

Kriewald School of the Arts Renovations
The Kriewald School of the Arts renovation project is entering its final stages, with major exterior and interior improvements substantially complete and remaining work focused on final finishes and summer construction activities. The project team reports that Phase 5 interior renovations are on track for substantial completion by May 22, 2026, following a successful Fire Marshal final inspection on March 31.


Southwest Elementary School Renovation Project
Southwest Elementary has completed several major renovation phases. Portable buildings were completed and turned over in March 2025, while Phases I, II, III, and V of the main building have all been completed and occupied by the district. Current efforts are concentrated on Phase IV, where crews are installing plumbing fixtures, ceiling devices, floor tile, millwork, and restroom accessories. Upcoming work includes completing door and window frame painting, installing toe kicks and ceiling tiles, and conducting a punch walk scheduled for April 22, 2026. The project continues to advance toward completion with visible interior finishes now taking shape throughout the renovated spaces.


Elm Creek Elementary School Renovations
Elm Creek’s renovation project is progressing through Phase 5, which includes classroom renovations, corridor improvements, staff restroom upgrades, and miscellaneous office renovations. Phases 1 through 4 have been completed. The project is currently 61% complete overall, with approximately $10.7 million of the $17.4 million contract completed and stored to date. Phase 5 itself is about 50% complete. Current work is focused primarily on interior demolition and renovation activities, while exterior improvements continue with the erection of the new steel structure for the bus and student drop-off area.

Construction at Southwest Legacy High School is approximately 70% complete and remains on track for a June 30, 2026 substantial completion date. The project contract currently stands at $16.85 million, with one approved change order. Major construction milestones include completion of roof installation with final roofing work underway, installation of rooftop mechanical units, completed window installation, and masonry work nearing completion. Interior progress includes ceiling installation, lighting activation on the first floor, painting, mechanical and electrical systems installation, choir suite sound-conditioning rooms, and ongoing millwork installation. No safety issues have been reported, and the site remains secure and well-maintained.

Major construction activities completed or underway include:
- Completion of the steel canopy structure at the welding shop, with punch-list work underway and turnover to the campus expected following Spring Break.
- Installation of rooftop mechanical units, with system connections in progress.
- Continued roofing work, including preparation for the final roof coating and perimeter coping installation.
- Ongoing exterior and interior window installation and masonry construction.
- Progress on first- and second-floor interior buildout, including gypsum ceiling work, guardrails, handrails, painting, and mechanical duct installation.

Juan M. Alvarado Elementary School Renovations
Construction work at Juan M. Alvarado Elementary School continued to progress throughout March as crews advanced both interior and exterior renovation efforts.
Key areas of progress included:
- Ongoing classroom and interior renovations are designed to modernize instructional spaces.
- Continued upgrades to building systems and campus infrastructure.
- Advancement of site improvements and exterior enhancements supporting the overall renovation project.
- Coordination of construction activities to maintain project momentum while minimizing disruption to campus operations.

Representative from Marksman General Contractors gave an update on construction at Kreiwald Road School of the Arts. The project is scheduled for completion by August 2026 and is currently in Phase 5. Recent work in Phase 5 includes installing temporary partitions, completing MEP make-safe activities, removing doors and hardware, protecting return air grills, and demolishing ceilings, restrooms, walls, millwork, wainscot, and existing flooring throughout December 2025. Phases 1 and 2 were completed with the installation of the remaining doors and hardware, including the final 11 doors. BR panels and the baffle teller window were installed, and the remaining punch list items were addressed and completed. Phase 3 early work, approved by SWISD, included cutting and capping the existing gas line to the gymnasium after school hours, installing temporary canopies and coverings to provide alternative walkways, and demolishing the northwest canopy between the cafeteria and gymnasium, along with the associated concrete and footings. Phase 4 areas were turned over to Southwest ISD on December 5, 2025, allowing teachers to move into the space.

Construction Documents for the Southwest Legacy High School Addition Project
Trustees approved the Construction Documents for the Southwest Legacy High School Addition Project. District staff and Pfluger Architects worked together to identify the program and design needs of the Southwest Legacy High School Addition project. The budget for this project is approximately $14,600,000. The cost of this project is being funded by 2023 Bond funds.
District-Wide Fencing Project Construction Documents
The Board approved the Construction documents presented by Alamo Architects. District staff and Alamo Architects worked together to identify the program and design needs of the Southwest District-Wide Fencing project. The budget for this project is approximately $8,500,000. The cost of this project is being funded by the SAFE Grants and 2023 Bond funds.

Architectural Services for the District-Wide Fencing Project
The Board approved Alamo Architects to provide services for the District-Wide Fencing Project. As a pre-approved firm under RFP 2223-111, Alamo Architects will support safety improvements funded by the $250 million bond approved by voters on May 6, 2023, and ratified by the Board on May 16, 2023. This bond supports district-wide safety upgrades, two new elementary schools, a central administration/professional development center, and campus renovations or expansions.
Design Development Drawings for the Southwest Legacy High School Additions Project
Trustees approved the Design Development drawings for the Southwest Legacy High School Additions Project, presented by Pfluger Architects. District staff collaborated closely with Pfluger to determine the program and design requirements for the project.
Guaranteed Maximum Price (GMP) for Package 1 of the Kriewald Road School of the Arts Renovation Project
The Board approved the Guaranteed Maximum Price (GMP) of $1,001,346 for Package 1 of the Kriewald Elementary School of the Arts Renovation Project, funded by the 2023 Bond. Marksmen General Contractors, selected as Construction Manager at Risk in July 2024, collaborated with district staff and Huckabee to prepare the GMP.
Southwest Legacy High School Roof Repair Project
The Board approved Brazos Urethane Inc. for the Southwest Legacy High School roof repair project, with a contract not to exceed $190,400, funded by the 2023 Bond. The 2017 roof system has experienced failures, and both the original manufacturer and installer are no longer in business. Brazos Urethane, an approved vendor through the Choice Partners cooperative, provided a repair quote and agreed to an 8-year extended warranty for $0.12 per square foot, included in the total project cost. The company has successfully completed previous district projects.

The Board approved the contract for the Access Control Security System to 3Sixty Integrated at a total cost of $1,334,526. Funding for this project will be provided from 2023 Bond funds. This system is part of the district-wide plan to outfit the District's campus sites with the best possible security solutions.

Construction Delivery Method for the New Elementary #12 Project
The Board approved the Construction Manager at Risk method as the delivery method for Southwest ISD Elementary #12 project. The District, along with Marmon Mok, believe that the Construction Manager at Risk delivery method will provide the best value for the District. This method is based on the selected General Contractor being an active with the architect throughout the planning and design phase. The estimated budget for this project is approximately $39,900,000 and will be funded by the 2023 Bond.

Construction Manager at Risk Contract for the New Central Administration Building Project
The Board approved Kencon Constructors, LLC as the Construction Manager at Risk for the New Central Administration Building project. The contract for this undertaking amounts to $865,000.00 and will be funded through the bond. Bids for the CMAR contract were solicited on August 29, 2023, resulting in the receipt of 10 bids. These bids encompassed costs for both the pre-construction and construction phases, spanning a range from $665,204.00 to $2,745,298.00. District Staff and RVK Architecture meticulously evaluated and ranked the bidding firms based on the selection criteria published in the solicitation. Out of the 10 submitted bids, Kencon Constructors was the highest-scoring firm.
Schematic Design Drawings for the SWHS Stadium Press Box Renovation
The Board has granted approval for the Schematic Design drawings, which were conceived and presented by Pfluger Architects. In a collaborative effort, District staff and Pfluger Architects identified the program and design requirements for the SWHS Stadium Press Box Renovation project. The project is allocated a budget of approximately $5,500,000, and funding for it will be derived from the 2023 Bond funds.

Architectural Firms for the 2023 Bond Projects Initial Bond Sale
The Board approved the firms listed below to provide architectural services for the 2023 Bond Projects' initial bond sale. District staff is now prepared to start the architectural programming phase for several of these projects. This decision follows Southwest ISD voters' approval of a $250 million bond on May 6, 2023. The bond aims to facilitate the construction of two new elementary schools, establish a new central administration and professional development center, implement safety upgrades across all campuses, and renovate or expand multiple other campuses district-wide. It is important to note that all selected firms are part of the pre-approved Architectural Services from RFQ 2223-111.
